Transactional ERDF and State Aid - or TESA - is an e-government project, led by the Department for Communities and Local Government (DCLG), which will transform the delivery of ERDF in England. It will do this through introducing a new web-based system and a set of improved and streamlined processes for managing the European fund in all programme areas.
TESA will deliver a number of benefits for all ERDF stakeholders. It will reduce paper and bureaucracy, simplify and speed up processes, and help free up people’s time to focus on managing projects and programmes through to effective closure.
TESA is being rolled out across the regions from Spring 2007, when West Midlands and North East will be the first programme areas to go-live.
Two new websites - www.erdf.communities.gov.uk, and www.stateaid.communities.gov.uk - have also been developed as part of the TESA programme and went live in July 2005.

Release 1.4.0.2 was delivered to live on Friday 1st February 2008, and this document explains some of the new functionality and corrections.

To ensure the stability of the TESA system during the year end period we have taken the decision to freeze the software and to not have any more releases and planned outages until the new year. We will however continue to develop, test and apply urgent data manipulations to allow claims to be processed over the next few weeks.
The document below gives further details about the functionality which will be delivered in the next release of TESA which is currently planned to be delivered during January 2008. It also gives further details about the functionality changes to MI reporting which will allow claims authorised on or before 30th December 2007 to be included in table 8 reports you produce on 31st December 2007.
